Cops Make Nicely-Timed Arrest

And what do you know! The same exact day, Segway officers nabbed a man allegedly calling in bomb threats to City Hall at 15th and Market Streets. And, get this: It was apparently the guy with one leg who panhandles near the clothespin!
I say the Segway trials are already a success. Because if there's one kind of criminal the cops need Segways to catch, it's a one-legged man.

The one-legged man guy, he's a bit of a goofball, but seriously... how would he get the bomb inside City Hall? Leap into a 5th floor window?
The dude always been hopping around the Clothespin for as long as I've lived in Philly. He's always got a tight fade or a crewcut, and dresses OK--much better than the people he's panhandling from most times.

That guy annoyed the hell out of me. He's been better lately, but he always used to crutch his way from side to side and try to cut you off while you were walking by. I also keep seeing him buy cigarettes, presumably with the money he panhandled.
Oh yeah, he also lives at the halfway house at 42nd & Chestnut.

that's upsetting. he's always in front of staples and I try and get him food when i can because he's so nice :(
